Weight rating is based upon load centered in rack and evenly distributed with the heaviest components toward the bottom and the rack bolted to the floor.

A "U" is 1.75 inches. Mounting refers to the mounting - 19" or 23" which is the room between the posts for either 19" wide mounting of patch panels or equipment or 23" wide mounting of patch panels or equipment. 
 

Truckers other then UPS use skids therefore add approx 20lbs.
